International roaming is when a consumer uses a national mobile subscription or mobile broadband subscription when abroad.
Since 2007, EU has gradually lowered prices for international roaming in the EU by applying caps on the prices that the mobile operators can charge their customers for voice calls, SMS messages and data services (retail price caps).
At the same time, caps have been applied on the prices that the mobile operators charge one another for using their mobile network for the purpose of supplying voice calls, SMS messages and data services (wholesale price caps).
In addition, provisions have been laid down in the EU regulation with a view to increasing and ensuring the transparency and protection of consumers’ use of roaming services.
Reference offers on wholesale roaming access
In accordance with the roaming regulation of 6 April 2022 mobile network operators shall publish a reference offer on wholesale roaming access.
The reference offers are published on the websites of the mobile network operators.
